This study aims at describing patterns of fertility and discussing the causes of the lowest low fertility in the Republic of Korea. Furthermore, it pursues policy implications to alleviate the lowest low fertility. The secondary data from Bureau of Statistics and KIHASA were used for the analysis of this study.
Korean society had reached its replacement of total fertility rate(2.1) in 1983 and then continuously declined. Particularly, Korea¡¯s TFR declined to below 1.3 after the IMF crisis which Korea experienced in the end of 1997 and reached 1.08 of TFR which was the lowest fertility rate in the world.
The factors which have impacts on the lowest low fertility are the increase of age at first marriage, the growth of un-marital rate, change of marital values, the increase of childrearing burden, and the adverse environment for childrearing.
In this context, some policy implications in terms of improving fertility rate, such as, the improvement of job opportunity, providing stable workplace, establishing favorable values for the marriage and child bearing, alleviating economic burden of childrearing, and providing favorable environment for child rearing and women¡¯s economic activity are introduced and discussed.
